Electricity consumers in Norway can apply for the scheme from September 24th via the national electricity database Elhub.
What is Norgespris?
Norgespris sets the electricity price at 0.50 kroner per kWh including VAT (0.40 kroner excluding VAT). This means your electricity unit price stays the same every day of the year, no matter what happens in the market.
The idea is to make electricity bills more predictable during the expensive winter months. You will still need to pay grid rent, taxes, and any fees from your electricity supplier. In Northern Norway, where VAT does not apply to electricity, the price will be 0.40 kroner per kWh.
The scheme has a limit: up to 5,000 kWh per year for houses and apartments, and 1,000 kWh for holiday cabins. If you use more than that, the extra will be charged at your normal agreement. The fixed-price deal runs until December 31st 2026, unless you cancel within the first 14 days.
Consumers can register Norgespris at any time until the end of 2026. If you register between September 24th and October 1st 2025, the fixed price applies from October 1st. If you register after the October 1st, the price applies from the day you sign up.
What does this change for consumers?
By fixing the price, Norgespris helps reduce the risk of surprise bills caused by volatile spot prices. If prices rise this winter, you will save money compared to the spot price. If prices fall, you may end up paying more than people with a regular market contract.
According to Elhub, the scheme could be most useful in Southern Norway, where electricity prices are usually higher and less stable. In Northern Norway, it may not be worth it.
It is also important to know that you cannot receive both the regular electricity subsidy and Norgespris at the same time. You have to choose one. If you live in a housing cooperative or condominium with a shared electricity meter, the board must apply for all residents together.
Some companies, such as Fortum, offer a price calculator so you can check whether Norgespris would be beneficial for your household.
How to apply:
- Go to minside.elhub.no and log in with BankID, MinID or Buypass.
- Choose the meter (your home or cabin) that you want to include.
- Remember, you still need a regular electricity supplier. Norgespris only fixes the consumption price.
- If online application is difficult, you can contact your electricity provider for help.
- Be careful with scams: official applications only go through Elhub. You don’t need a home visit or to click on email links.
