Longer appeal processing times at Norway's Norwegian Labour and Welfare Administration (NAV), budget negotiations take off and other news from Norway on Monday.

Processing time for appeals at the NAV is increasing

Last year, the Office of the Auditor General of Norway (Riksrevisjonen) directed "severe" criticism at the NAV and the National Insurance Court (Trygderetten) for taking far too long to process appeals. Since then, the processing time has increased.

In 2021, the Office of the Auditor General wrote that the processing times are too long and that they have become longer over time, the newspaper Dagsavisen reports. In particular, the National Insurance Court struggled with long waiting times – averaging seven months.

Since then, the processing time for the National Insurance Court has become even longer. Last year, the average processing time was 359 days, an increase of over 100 days compared to the previous year.

Negotiations on next year's state budget start

Negotiators from the ruling Labour (AP) and Centre (SP) parties will meet the oppositional Socialist Left Party (SV) for negotiations on next year's state budget on Monday.

The government must get the SV's support to get a parliamentary majority for its 2023 budget.

The negotiations are likely to be finalised in November.

Telenor warns against new Amazon fraud

Scammers are calling people from unknown Norwegian mobile numbers and pretending to represent Amazon, Telenor warns.

"Recently, we have received many inquiries about this type of fraud. They pretend to be calling from Amazon, but it could just as easily have been Microsoft, as was the case (in frauds) in the past," senior security advisor Thorbjørn Busch at Telenor says.

He explains that callers claim, for example, that an order for an expensive iPhone has been registered in your name.

"When you confirm that it is incorrect, they offer to help you cancel the order, and that is when it is easy to be tricked," Busch says.

Under the pretence of helping you, the caller asks you to download an app. Recently, the AnyDesk app, in particular, has been the criminals' preferred tool - but programs such as TeamViewer have also been used for this type of fraud.

The tool allows criminals to see everything you do on your mobile phone. If you have an Android phone, they will also be able to override your phone and, for example, change passwords, Busch warns.

Negotiations in the kindergarten strike continue

The parties in the kindergarten strike will meet for voluntary mediation at the office of the National Mediator of Norway (Riksmekleren) at noon on Monday.

Both Monday and Tuesday have been set aside for mediation between the parties - the National Association of Private Nurseries (PBL) on the one hand and the trade unions representing the kindergarten employees on the other.
