"There is no doubt that the race looks much easier now Munich, to my great surprise, has dropped out," Eli Grimsby, who is running Oslo's bid, told Aftenposten.
She warned, however, that there were still cities bidding who could potentially out-do Oslo's bid.
"Although there aren't exactly any known ski resorts left in the field, we must not fall into the trap of underestimating them. There are certainly cities and countries with a lot of determination and resources to develop good concepts."
The cities still likely to bid include the Ukrainian city of Lvov, Krakow in Poland, Almaty in Kazakhstan and Beijing in China. Of those only Almaty has a reputation as a winter sports capital.
